Floyd Palmer

Chair, IVEC Standards Council

Floyd serves as Chair of the IEVC Standards Council and brings more than four decades of operational and technical leadership from both military and private-sector environments. A retired U.S. Navy Senior Chief with 23 years of service, he is known for building disciplined, standards-driven systems and maintaining high-performance teams under complex conditions. Post-service, he led long-term manufacturing operations and continuous improvement initiatives, applying Lean Six Sigma rigor to preserve quality, safety, and consistency.

The IVEC Standards Council

The IEVC Standards Council oversees the development and stewardship of ethical standards, training requirements, and verification criteria.

The Council is currently being established, with initial standards authored and stewarded by the Chief Council Officer.

Andrea James

IVEC Program Operations

Andrea is a U.S. Navy veteran with a career rooted in human-centered work, including HR, employee onboarding, and people operations. She leads recruitment, training coordination, and onboarding for IEVC participants, working closely with the IEVC Standards Council to support verification readiness and sign-off. Her focus is on clear processes, consistent experience, and responsible program execution.

Gerald Palmer

Founder & CEO

Gerald is the operations leader of IEVC and and founder of CloudCouch.org, bringing deep experience building and scaling telehealth and service operations with a people-first, systems-driven approach.
